Northern Ireland Low Carbon Homes SchemeThe Low Carbon Homes Scheme is a rate relief scheme which operated between 1 April 2010 and 31 March 2011. It aimed to encourage the building of low and zero carbon homes in Northern Ireland. Although the scheme is now closed, provision has been made for new houses to be eligible where an application for planning permission was made by 31 March 2011 and requires a completed low carbon homes application to be lodged with Land & Property Services by 31 March 2012. For further information see For applicable cases, first the dwelling's CO2 emissions are calculated using SAP 2005 as for building regulations compliance. The calculations are then continued using one of the spreadsheets that can be downloaded below. These spreadsheets can be used to create the applicable certificate. The Certificate will be accepted for the purposes of rates relief only if produced by an accredited On-Construction Domestic Energy Assessor.
